Interrogations are a very valuable tool for us in the MPS to gather intelligence regarding gangs, criminals, and crime across the city —when done correctly. If you, as a CTSFO officer, believe you can extract useful information from a suspect and wish to interrogate them, there are a few new steps you must follow.
You MUST ensure that the suspect has no devices on them, such as a radio or phone. Take them to a secure area, and always attempt to question them in a friendly manner first. If they are uncooperative, you may then refer to the guidelines in this document to assist you in obtaining the necessary information.
Once the interrogation has finished, you must knock the suspect out and leave no evidence of your presence.
Interrogations are a key factor to gathering intel on gangs and other criminal organizations in the city. However with interrogations come some limitations:
Requirements
To interrogate you must be Interrogation Trained and Advanced IGD Trained.
You must have authorisation if you are CT Constable or CT Sergeant - (Can be authorised by CT/SCO Command and TX Command).
You must not read the suspects rights prior to the interrogation.
If you are authorised to interrogate a suspect and are not trained to do so, there must be a member of Trident present (preferably command).
You and all members present must be wearing a mask.
If other people want to attend they must be Basic IGD Trained but they must not use any force or verbal abuse on the suspect.
Within interrogations you ARE allowed to:
Verbally threaten the suspect
Threaten people with throwing them off a cliff
Threaten the suspect with killing them
Threaten the suspect with prison time
Hit the suspect with a baton
Knock the suspect out
Flashbang / taze the suspect
Headbag the suspect
Shoot around the suspect but do not actually hit them with any bullets.
Use other non-lethal approaches
Within interrogations you are NOT allowed to:
Physically harm the individual (excluding using non-lethal force such as a taser and baton)
Throw the suspect off a cliff.
Shoot the suspect.
Burn the suspect.
Kill the suspect.
Drown the suspect in water
Force the suspect to jump from heights
Excessively using your baton on the suspect (beating them to death)
You must NOT read the suspects their rights before an interrogation.
If the suspect you are interrogating refuses to give up and information and/or FTVLs then you may sentence them to 60 months within HMPS with a £500k fine (this can be higher if Silver / Gold command are present). If this is the case please knock the suspect out, take them back into custody and read the suspects rights on the way to the police station.
Remember always to get pictures of:
Before / while interrogating the suspect you should take pictures of :
The suspect
Their outfit
The suspect with their weapons
The suspects ID card
The suspects car
The location where they were taken into custody
Questions to ask, while interrogating:
What is your name?
What is the name of your organization / family / Gang?
How many members are in the gang?
Names of members?
Phone numbers to members?
Ranking structure in the organization / family / Gang?
What type of clothing fits the different ranks?
What are the organization / family / Gang's intentions within the city?
Any locations you organization / family / Gang uses/owns?
Where do you get your firearms from?
Gun dealers name/ info?
Drug dealer name?
How long have you been a part of the gang for?
How did you get recruited in the organization / family / Gang?
Other organizations / family / Gangs that you are affiliated to, or work together with?
Any organization / family / Gangs you are on bad terms with?
What do you provide to other organizations / family / Gangs with?
f you have to ask yourself “hmm can I do this” the answer is almost definitely no, always ask a member of command if in doubt.
If caught doing stupid shit during interrogations, you will be removed from CTSFO.
In order to interrogate you must be in a discrete location where no members of the public are present, for example :
Bunkers
Desolate Islands
Hidden Forests
Torture Rooms
Any building hidden away and not populated
The bunker at the back of the car park behind the garage door.
Take a look around as there are many different locations which are suitable for interrogations in the area.
Behind Mission Row near the SOA RP zone/factory in the butchers house.
What to do if YOU are interrogated?
If you are captured by a gang member and they threaten you in order to gain intel, then here is what you can and cannot say :
You must not give names of any CID / Trident / CT members as you yourself should not know these.
You can give the information that is on your warrant card (Callsign) and you may make up a fake but believable name in the situation.
You may say the names of other command members, for example GC , NPAS , ERPT and RPU as this is all public information on the e-library.
If they ask for information on other organisations, comply with their demands but be vague and only give them the very minimum.
Submitting Intel
After each scenario you should submit an intel form with the information you have gained, making sure to include evidence captured by your police camera, bodycam or messages with a suspect. This intel should only be submitted if you yourself experienced the events and can verify that they occurred.
What to do if you are knocked out or die within a situation :
If this is the case, you must not remember any of the events or intel which you gained. In order to judge this you should imagine that you have made the car journey to to Mission Row and wait a few minutes for the bodycam footage to upload to the servers.
Depending on your location this should take around 5-10 minutes after the situation has ended entirely.
Never cause lethal harm to the suspect
Knock the suspect out before sentencing them if they are useless and take them back into custody
Ensure you do not tell members of the public that you can interrogate -- as you technically can't --
Ensure you have sufficient evidence of the events
Knock the suspect out before leaving them
Submit the intel you have gained throughout the events for greater chance at promotions and warrants being created.
